The Innovative Small e-Fleet program (ISEF), a funding category within the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), reopened its doors on August 30th, 2023. It provides $33 million to small California-based fleets seeking to deploy hydrogen fuel cell or battery electric trucks.

Fleet Qualifications for ISEF Funds

Small fleet owners who generate less than $15 million in annual revenue and have twenty or fewer trucks are eligible to receive the funds, with nonprofits exempt from the revenue requirement.

New policy updates for this round of ISEF funding include:

• Fleet owners with less than ten trucks are permitted to stack their ISEF earnings with additional state incentives
• Fleet owners with less than ten trucks are exempted from the respective rolling soft cap limit sets by the manufacturers of the trucks
• The HVIP Fleet Size Voucher Adjustment will not be merged with the ISEF

This program is intended to reduce trucking-related emissions around Californian cities and provide financial support for fleet owners who are working in more economically disadvantaged communities. This will help accelerate the move to zero-emission trucks for fleets that are not currently required by law to do so.

How To Get ISEF Funding

You can request a voucher by working with any participating HVIP dealership or manufacturer. Incentives will be applied at the point-of-sale purchase for any eligible vehicles. All dealers approved by the HVIP can access their ISEF applications within the ISEF Voucher Processing Center, and requests will continue to be accepted until funding has been used up.
